Introduction & Development
Jubilee House Care Trust is an independent resource with charitable status and is run by a board of honorary directors.
Situated in the Panshanger area of Welwyn Garden City, five individual properties and a central administration office enable us to provide care and support for adults and children with learning disabilities. Our care covers a wide spectrum of need inclusive of care for those with associated physical disability.
Development
In 1987, having identified that services for children with a learning disability were insufficient to meet local needs, Jubilee House Care Trust was incorporated as a not for profit company and affiliated to Mencap.
Operating from a pair of semi detached, adapted houses provided by the district council, the organisation operated a residential respite service, offering an after school facility, overnight stays, weekend and holiday breaks.
Adopting a child focussed approach to care, and a flexible response to families the benefits to the local community were evident.
The district council demonstrated confidence in the organisation through the provision of two further properties from which additional services could be delivered.
These properties provided residential care for seven local adults enabling them to live independent from their families whilst being appropriately supported to manage in the community and develop life skills.
In 1992, working in partnership with Sanctuary Housing Association, Jubilee House supported in the design and management of a purpose built bungalow and introduced care for six adults with a high level of dependency into the service.
In 1994 Jubilee House recognised the shortfall in respite services for adults and, working with the district council for the provision of premises, and the local authority for the purchase of proposed services, designed a provision to meet needs appropriately and complement existing services.
In 1995 a three bedded respite service for adults was introduced into the company portfolio.
In 2002, recognising that the original building for the provision of children’s service was no longer compliant with environmental standards, Jubilee House, working once again with the district council, secured a piece of land on a local development site.
In 2004 a specifically designed, fully equipped five- bedded bungalow was completed and the existing service for children was transferred. This most recent acquisition is our flagship building and is our pattern for future development.
